Requires the State Auditor to conduct a biennial audit (every even-numbered year) of the effectiveness and efficiency of all state homelessness services, with 2028 as the first required audit year

Mandates that an independent external auditor be engaged by March 1 of each audit year, with completion required within 90 days; the auditor must be independent of any agency being audited

Audit must assess specific outcome metrics including: percentage of beneficiaries maintaining housing for 12+ months, children enrolled in school, participation in 20+ hours weekly of paid employment, engagement in mental health and addiction treatment services, and criminal justice system involvement

Seven state agencies must be included in the audit: Texas Department of Housing and Community Affairs, Health and Human Services Commission, Department of Family and Protective Services, Texas Education Agency, Texas Workforce Commission, Texas Veterans Commission, and Texas Department of Criminal Justice

Requires the audit to rate each agency, program, or community service provider as "unsatisfactory," "satisfactory," or "exemplary" and provide recommendations for eliminating poorly performing programs, ending contracts with underperforming providers, and consolidating duplicative services

State Auditor must submit a report to the governor, legislative leadership, and Legislative Budget Board by November 1, with full results published on the State Auditor's website
