Requires the comptroller to determine annually the amount of federal reimbursement Texas received for border security costs incurred by the state during the preceding fiscal year

Directs the comptroller to deposit an equivalent amount from general revenue into a dedicated account within 90 days of each state fiscal year

Restricts the use of money in this dedicated account exclusively to providing ad valorem (property) tax relief through legislative appropriation

Applies beginning with the state fiscal year starting September 1, 2027

Takes effect September 1, 2025
