Amends Section 224.002(c) of the Health and Safety Code to change vaccine exemption procedures from optional ("may") to mandatory ("must") for health care facilities

Requires health care facility vaccine policies to include procedures allowing covered individuals to claim exemptions based on reasons of conscience, including religious beliefs

Prohibits health care facilities from rejecting any exemption request based on reasons of conscience or religious belief, regardless of the reason given

Takes effect immediately upon receiving two-thirds vote from both legislative chambers, otherwise takes effect September 1, 2025
