Creates a Division of Inspector General for Education within the governor's office, with an inspector general appointed by the governor who serves until removed

Grants the division authority to investigate fraud, waste, and abuse in public education administration by school districts, open-enrollment charter schools, regional education service centers, and other local education agencies

Authorizes investigations of violations of school safety and security requirements, with power to prescribe binding corrective or disciplinary actions and timelines for compliance

Provides the inspector general with subpoena power to compel witness attendance and production of documents, and allows access to closed meetings (except attorney consultations) and non-public records during investigations

Permits the commissioner of education to appoint the inspector general as a conservator and to take control of management of entities found to have committed school safety violations; the governor may order forensic audits with costs paid by the audited entity
