Transfers authority to appoint the presiding officer of the Gulf Coast Protection District from the board of directors to the governor, with the presiding officer serving a two-year term and limited to two consecutive terms

Prohibits district projects from disrupting navigation safety or two-way traffic in a manner that violates rules adopted by the board of pilot commissioners for the ports of Harris County

Applies navigation safety requirements as defined under Section 66.0172 of the Transportation Code

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
