Removes the cap limiting public junior colleges to offering no more than five baccalaureate degree programs at any time

Eliminates the requirement that a junior college district must have a taxable property valuation of at least $6 billion in the preceding year to offer baccalaureate degree programs

Maintains the requirement that junior college districts must receive a positive financial health assessment from the Texas Higher Education Coordinating Board to offer baccalaureate programs

Retains the Coordinating Board's continuing approval authority over all baccalaureate degree programs offered by public junior colleges

Takes effect immediately with a two-thirds legislative vote, otherwise September 1, 2025
