Adds a new category of "construction grants" to the Texas State Library and Archives Commission's grant program to encourage establishing new public libraries or improving existing ones

Expands allowable uses of state library grants to include new construction, rehabilitation, or renovation of a library or its infrastructure and associated expenses

Removes "construction" from the list of prohibited uses for state grants, while maintaining restrictions on site acquisition, building acquisition, and payment of past debts

Takes effect September 1, 2025
