Allows contested case hearings in the Texas workers' compensation system to be conducted telephonically or by videoconference when both parties mutually agree

Requires the Commissioner of Workers' Compensation to adopt rules for remote hearings, including updated notice requirements and system specifications for videoconferences

Mandates publication of tutorial videos and written instruction guides in both English and Spanish explaining how to electronically submit motions and evidence for remote hearings

Applies only to contested case hearings requested on or after the effective date; hearings requested before remain governed by prior law

Takes effect immediately upon receiving two-thirds vote in both chambers, otherwise effective September 1, 2025
