Establishes a property value study hardship grant program for the 2025-2026 and 2026-2027 school years to help school districts that lost Foundation School Program funding due to the state using its own property value assessment instead of local values for 2024 and 2025 tax years

Grant amounts equal the difference between what a district would have received using local property values versus what they actually received using state values

Caps total grants at $175 million per school year and requires the commissioner to prioritize districts experiencing the greatest percentage reduction in funding

Excludes open-enrollment charter schools from eligibility for these grants

Makes commissioner determinations final with no appeals allowed, prohibits grant adjustments after awards are made based on later data revisions, and sunsets the program on September 1, 2027
