Requires school districts under special investigation for financial impropriety, operational impropriety, or procurement policy violations to submit certain contracts to the Commissioner of Education for approval before execution

Applies to contracts that bind the district for more than one calendar year or that entitle an employee to a severance payment (defined as any amount exceeding earned salary/benefits paid upon early termination)

Contract approval requirement remains in effect from the start of the investigation through its conclusion, or through the conclusion of any related appeals

All contracts entered during the investigation period must include a provision stating the contract is voidable; contracts entered in violation of these requirements are automatically void

Courts are prohibited from enjoining these requirements until the investigation and any appeals are concluded; effective date is September 1, 2025
