TX SB44

Establishes the Texas B-On-time loan program to provide no-interest loans to eligible students pursuing baccalaureate degrees at public universities and community colleges offering bachelor's degrees in Texas

Requires initial applicants to be Texas residents who graduated from high school in 2024-2025 or later with a distinguished level of achievement, be enrolled full-time in a bachelor's program, and be eligible for federal financial aid

Provides full loan forgiveness if the student earns a bachelor's degree with at least a 3.0 GPA within four years (or five years for programs requiring longer) and completes the degree within six semester credit hours of the minimum required

Requires continuing students to complete at least 75% of attempted credit hours and maintain a cumulative 2.5 GPA after the first academic year to remain eligible for additional loans

Creates the Texas B-On-time student loan account in the general revenue fund, funded through gifts, grants, legislative appropriations, and general obligation bonds; authorizes the coordinating board to charge loan origination fees to cover operating expenses
