Increases the criminal penalty for purchasing or selling human organs from a Class A misdemeanor to a state jail felony under Section 48.02 of the Texas Penal Code

Requires mandatory revocation of a physician's medical license if the physician knowingly uses a human organ obtained through illegal purchase or sale in a medical procedure

Applies only to offenses and conduct occurring on or after September 1, 2025; prior offenses remain governed by former law

Passed the Texas Senate 30-1 on May 6, 2025, and the House 140-0 on May 28, 2025
