Declares that the United Nations has no jurisdiction in Texas and prohibits the state or any political subdivision from enforcing or implementing UN policies or rules unless specifically authorized by state law or gubernatorial executive order

Prohibits the state, state agencies, political subdivisions, public school districts, private schools, open-enrollment charter schools, and institutions of higher education from enforcing or implementing World Health Organization public health policies or guidelines without specific state law authorization or a governor's executive order

Adds a new Chapter 3 titled "International Organizations" to Title 1 of the Texas Government Code

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
