Defines "vaping apparatus" broadly to include e-cigars, e-pipes, vape pens, e-hookahs, all components and accessories, and any liquids or substances intended for vaporization regardless of nicotine content

Classifies violations as a Class A misdemeanor, with mandatory revocation of the retailer's state-issued permit upon conviction

Preserves local government authority to adopt or enforce equal or more stringent regulations on tobacco and vaping product retailers near schools

Exempts employees of retailers from criminal liability; the offense applies only to the retailer operating the establishment
