Expands the definition of "fetal death certificate" in Texas Health and Safety Code to allow family members to request a death certificate for a fetus of any weight or gestational age

Maintains the existing requirement that fetal death certificates be filed for fetuses weighing 350 grams or more, or fetuses 20 weeks or older when weight is unknown

Creates a new optional pathway for families to obtain fetal death certificates for pregnancy losses that occur before the 20-week/350-gram threshold

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
