Allows Medicaid recipients to select licensed clinical social workers (changed from "licensed master social workers") to perform covered health care services

Expands Medicaid provider options to include associate-level mental health professionals who are completing supervised practice requirements: licensed marriage and family therapist associates, licensed master social workers pursuing clinical licensure, and licensed professional counselor associates

Permits these associate-level providers to deliver services at federally qualified health centers

Sets reimbursement rate for associate-level providers at 50% of the rate paid to licensed psychiatrists or psychologists for similar services

Caps reimbursement for associate-level providers at 3,000 hours or the number of clinical practice hours required to obtain their full license, whichever applies

Takes effect September 1, 2025, with provisions for delayed implementation if federal waivers are required
