Creates a private cause of action allowing individuals harmed by telephone solicitation violations to sue violators for injunctive relief, actual damages or statutory damages between $500 and $10,000 per violation, plus court costs and attorney's fees

Removes the private right of remedy under the Deceptive Trade Practices Act (Chapter 17, Subchapter E) for telephone solicitation violations, limiting enforcement under that statute to public remedies only

Authorizes state agencies to require compliance with telephone solicitation laws as a condition for obtaining or maintaining business licenses, permits, or other state authorizations

Exempts private lawsuits under this chapter from statutory caps on exemplary damages found in Sections 41.003 and 41.004 of the Civil Practice and Remedies Code

Applies only to causes of action accruing on or after September 1, 2025
