Applies to landlords of multiunit complexes where any authorized resident is an elderly individual, disabled individual, or child

Requires landlords to take reasonable precautions to protect residents from foreseeable harm during disasters and prepare for conditions affecting vulnerable populations, such as mobility assistance needs and medication access

Mandates that landlords train staff to assist residents during disasters and implement reliable alert systems to warn of imminent dangers and communicate evacuation procedures

Prohibits landlords from abandoning the property during a disaster unless a mandatory evacuation order has been issued under state law

Creates a private cause of action allowing authorized residents to sue landlords for damages resulting from breach of these disaster-related duties of care

Takes effect September 1, 2025
