Adds the offense of injury to a child, elderly individual, or disabled individual (Penal Code Section 22.04) to the list of crimes eligible for enhanced criminal penalties when committed in a disaster area or evacuated area

Amends Section 12.50(b) of the Texas Penal Code, which provides for increased punishment for certain offenses committed during declared disasters

Joins existing offenses eligible for disaster-area penalty enhancement, including smuggling, assault, arson, robbery, burglary, criminal trespass, and theft

Applies only to offenses committed on or after September 1, 2025

Offenses committed before the effective date remain governed by prior law
