Expands the definition of successful student transfers for performance tier funding to include transfers to private or independent institutions of higher education that offer four-year degree programs, in addition to public general academic teaching institutions

Maintains existing performance metrics including credentials of value awarded, with additional weight for placement in high-demand occupations as defined by the Texas Higher Education Coordinating Board

Continues counting students who earn at least 15 semester credit hours and transfer to four-year institutions or participate in structured co-enrollment programs

Preserves the metric tracking students who complete at least 15 semester credit hours of dual credit or dual enrollment courses applicable to postsecondary academic or workforce programs

Takes effect September 1, 2025
