Railroad Commission of Texas must establish a task force to study and make recommendations for preventing theft of petroleum products (offenses under Section 31.19, Penal Code)

Task force membership must include at least one oil and gas industry representative, one energy trade association representative, and representatives from local, state, and federal law enforcement agencies

Task force must meet at least quarterly (may be virtual) to conduct ongoing study including: reviewing laws in other jurisdictions, analyzing sales tax and economic impacts of petroleum theft, and evaluating prevention strategies

Biennial reports due by December 1 of each even-numbered year to the governor, lieutenant governor, speaker, Railroad Commission, and relevant legislative committees with recommendations on transparency, security, consumer protections, and theft prevention

Act takes effect September 1, 2025 and expires December 31, 2030
