Bars the Commissioner from requiring insurers to comply with National Association of Insurance Commissioners (NAIC) rules, regulations, or accounting standards developed using ESG assessment criteria without express statutory authorization

Defines key terms including "environmental assessment" (climate change response/vulnerability), "social assessment" (human capital practices, product safety, data privacy), and "governance assessment" (corporate ethics, board structure, pay policies)

Applies restrictions to rules that may adversely affect Texas's economy, business productivity, employment levels, or resident health and safety

Allows any person to file a declaratory judgment action challenging rules adopted in violation of these provisions, with invalid rules subject to being struck down; applies to proposed rules filed on or after September 1, 2025
