Establishes the Dementia Prevention and Research Institute of Texas to fund research on dementia, Alzheimer's disease, Parkinson's disease, and related disorders, with authority to award grants up to $300 million per state fiscal year

Creates a nine-member oversight committee appointed by the governor (3), lieutenant governor (3), and speaker of the house (3), with six-year staggered terms; members must include physicians or scientists with dementia-related expertise

Requires grant recipients to provide matching funds equal to one-half of the grant amount and limits indirect costs to 5% of grant money; caps facility construction spending at 5% and prevention programs at 10% of total annual grants

Establishes the Dementia Prevention and Research Fund as a special treasury fund, to be funded by a $3 billion transfer from state general revenue pending voter approval of a related constitutional amendment

Subject to the Texas Sunset Act with automatic abolishment on September 1, 2035, unless continued by the legislature; takes effect December 1, 2025, contingent on voter approval of the constitutional amendment
