Requires the Department of Family and Protective Services to provide adoption history reports to child-placing agencies within 45 days after either the child's permanency plan goal changes to adoption or parental rights are terminated, whichever is later

Expands prospective adoptive parents' right to examine records and information about the child's history, including confidential information, while protecting the identity of biological parents and other confidential persons

Mandates redaction of social security numbers and editing of records to protect identities of biological parents, biological siblings adopted by other families, their adoptive parents, and abuse/neglect reporters

Requires prospective adoptive parents to sign a nondisclosure agreement before receiving confidential information about the child

Agencies must provide requested information within 90 days of the request; effective date is September 1, 2025
