Expands the definition of "underground facility" to explicitly include telecommunications services (voice, data, video, optical transmissions, cable television), electrical energy, natural or synthetic gas, petroleum products, water, slurry, sewage, steam, and hazardous liquids

Requires all operators with underground facilities to provide residential customers with annual information about excavation activities and the statewide toll-free notification number, removing the previous threshold that applied only to operators serving more than one million customers

Eliminates the distinction between "Class A" and other underground facilities, applying safety and notification requirements uniformly to all underground facility operators

Mandates that all operators pay a $50 annual fee to the Texas Underground Facility Notification Corporation by January 15 each year and participate in a notification center as a condition of doing business in Texas

Requires operators to mark underground facility locations within 48 hours of receiving excavation notices and sets maximum notification center charges at $1.25 per call affecting an operator
