Secretary of State may withhold funds from county voter registrars who fail to timely perform duties under the Election Code, after providing written notice and reasonable opportunity to correct the violation

Covered duties include approving, changing, or canceling voter registrations; scheduling hearings under Sections 16.064 or 16.093; determining challenges under Sections 16.066 or 16.095; and delivering notice under Section 16.0921

Withheld funds must be distributed if the registrar performs the required duty within 30 days after funds are withheld

Secretary of State is required to prescribe rules for administration of this enforcement provision
