Eliminates eligibility for judge-ordered community supervision (probation) for defendants convicted of intoxication offenses (DWI, boating while intoxicated, flying while intoxicated, intoxication assault, intoxication manslaughter) who have two or more prior convictions for such offenses

Bars parole eligibility for inmates serving sentences for intoxication-related offenses who have three or more prior convictions for DWI or related intoxication offenses

Covers offenses under Penal Code Sections 49.04 (DWI), 49.045 (DWI with child passenger), 49.05 (flying while intoxicated), 49.06 (boating while intoxicated), 49.061 (boating while intoxicated with child passenger), 49.065 (assembling/operating amusement ride while intoxicated), 49.07 (intoxication assault), and 49.08 (intoxication manslaughter)

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by existing law
