TX SB520

Requires all state governmental entities (excluding the legislature) to adopt a policy implementing a priority system for considering public comments solicited on matters before the entity

Establishes a four-tier priority ranking: (1) Texas residents directly affected by the matter; (2) Texas residents not directly affected; (3) businesses and nonprofits headquartered in Texas; (4) non-residents and out-of-state organizations

Prohibits state entities from considering fourth-priority comments (from non-residents and out-of-state organizations) in relation to pending business or using such comments to delay proceedings, though these comments may still be entered into the official record

Requires state governmental entities to adopt the required priority system policy by December 31, 2025

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, if that threshold is not met
