Requires the Texas Facilities Commission and governing bodies of exempt state agencies to incorporate green stormwater infrastructure in all new state building construction projects

Defines green stormwater infrastructure as systems that absorb and treat rainwater to limit erosion, habitat damage, property damage, and water pollution, including rain gardens, bioswales, permeable pavement, green roofs and walls, and rain barrels

Applies to new state building contracts or construction projects that first solicit bids on or after September 1, 2025

Renames Subchapter I of Chapter 2166, Government Code from "Conservation of Energy and Water" to "Environmental Conservation and Protection"

Exemptions under Section 2166.003 do not apply to this green stormwater infrastructure requirement
