Requires individualized education program (IEP) supplements for students in alternative special education settings, defined as campuses or self-contained programs where 90% or more of students receive special education services

IEP supplements must include individualized, measurable goals for academic and social-emotional/behavioral growth that would enable the student to return to a general education setting

Admission, review, and dismissal committees must meet at least once per semester to review student progress toward goals and determine whether the student may return to general education

Students aged 18 and older in alternative special education settings must have IEP supplements with measurable goals addressing transition-related issues

Applies beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
