Requires all school buses operated by or contracted for use by Texas school districts to be equipped with three-point seat belts for each passenger and the operator, with compliance required by September 1, 2029

Exempts buses from the seat belt requirement if the school board determines the district's budget does not permit purchasing compliant buses, or if installing seat belts would void the bus warranty

Requires school districts claiming the budget exemption to submit a report to the Texas Education Agency by the end of the 2025-2026 school year detailing the number of buses without seat belts, with two-point belts, and with three-point belts, plus estimated compliance costs

Directs the Texas Education Agency to collect district reports, calculate total financial assistance needed for statewide compliance, and provide a summary to the governor, lieutenant governor, speaker of the house, and all legislators by January 1, 2027

Authorizes school districts to accept gifts, grants, and donations from public or private sources to fund seat belt installation
