Requires health maintenance organizations and insurers to notify physicians or providers who submit preauthorization requests that they qualify for an exemption, including which services and plans the exemption applies to and its duration

Mandates insurers report preauthorization exemption status determinations to the Texas Department of Insurance within 10 days of completing evaluations, continuing exemptions, rescinding exemptions, or receiving appeal/review decisions

Directs the department to establish and maintain a database tracking preauthorization exemption grants, denials, rescissions, and appeal outcomes, and to provide physicians/providers with their exemption status information upon request

Requires the department to collect data on the number and timing of evaluations, appeals, independent reviews, and exemption decisions by each insurer, broken down by provider type and health care service

Requires the department to prepare an annual statistical report on this data and make it publicly available; takes effect September 1, 2025
