Creates a new fine arts allotment for school districts based on students in grades 6-12 enrolled in agency-approved fine arts courses, with funding multipliers of 1.3 for grades 6-8, 1.2 for grades 9-10, and 1.1 for grades 11-12 applied to the basic allotment

Requires approved fine arts courses to be authorized by the State Board of Education (including music, art, theater, and dance) and provide at least 225 minutes of instruction per week for full-time students

Mandates that 50% of total allotment funds be used for fine arts education in grades 6-8, with at least 25% of middle school funds prioritized for students eligible for compensatory education

Requires at least 75% of funds allocated for grades 9-12 students to be used for high school fine arts courses

Texas Education Agency must annually publish a list of approved fine arts courses; effective date is September 1, 2025
