Requires Texas public institutions of higher education to post annual reports by December 1 disclosing names and compensation of all employees and independent contractors earning over $100,000 per year

Reports must follow the same format as administrative accountability reports submitted to the Legislative Budget Board and be accessible via a conspicuous link on the institution's homepage

Commissioner of higher education may grant exemptions from disclosure if information is confidential under state or federal law, or if disclosure poses substantial risk of serious competitive disadvantage to the institution

Texas Higher Education Coordinating Board is authorized to adopt rules to implement the requirements

Initial reports must be posted by December 1, 2025; act takes effect immediately with two-thirds vote or September 1, 2025 otherwise
