Creates a new allotment under the Foundation School Program (Section 48.1021, Education Code) to fund special education evaluations conducted by school districts

Provides school districts $2,000 per student for each full individual and initial evaluation for special education services, with potential for higher amounts if appropriated by the legislature

Applies to evaluations conducted under Texas Education Code Section 29.004 or federal law (20 U.S.C. Section 1414(a)(1)), which governs the Individuals with Disabilities Education Act (IDEA)

Takes effect September 1, 2025
