Establishes a grant program administered by the Commissioner of Education to provide funding to school districts and open-enrollment charter schools with campuses designated as full-service community schools

Full-service community schools must provide comprehensive academic, social, and health services to students, family members, and community members that result in improved educational outcomes

Eligible services include early learning programs, remedial education, family engagement programs, mentoring, job training, primary health and dental care, mental health services, nutrition services, and adult education including ESL instruction

Programs may also address chronic absenteeism, truancy, and students who have been suspended or expelled, as well as provide family financial stability resources and social service access

The Commissioner may accept gifts, grants, and donations from public or private sources to fund the program; takes effect immediately with two-thirds legislative vote or September 1, 2025
