Amends Section 51.3525(d) of the Education Code to clarify exemptions from restrictions on diversity, equity, and inclusion (DEI) initiatives at public higher education institutions

Explicitly exempts scholarly research funded wholly or partly by federal grants or other money from DEI-related restrictions

Expands the list of personnel whose research and creative works are exempt to include postdoctoral fellows and research staff, in addition to students, faculty, and other research personnel

Maintains existing exemptions for academic course instruction, student organization activities, guest speakers, student achievement programs designed without regard to race/sex/color/ethnicity, data collection, and student recruitment/admissions

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
