Establishes the Historic Texas Cemeteries Designation Program to alert the public and adjacent landowners of a cemetery's existence through the Texas Historical Commission

Requires cemeteries to be at least 50 years old and worthy of recognition for historical associations to be eligible, unless the commission determines exceptional significance

Allows any person to submit an application for cemetery designation, with the commission authorized to charge a processing fee of up to $25 per application

Requires the commission to notify property owners containing and adjacent to the cemetery, as well as the county historical commission, upon receiving an application

Designations do not restrict land use outside cemetery boundaries and can only be removed by commission action or court order; property transfers do not affect the designation status
