Requires the Commissioner of Education to notify the State Board of Education of each charter revision request the commissioner proposes to grant for open-enrollment charter schools

Allows the State Board of Education to block a proposed charter revision if a majority of members present vote against it within 60 days of receiving notice from the commissioner

Prohibits the State Board of Education from deliberating or voting on any charter revision not proposed by the commissioner

Extends the deadline for the commissioner to respond to expansion amendment requests (including new school amendments) from 60 days to 120 days after submission

Applies only to charter revision requests submitted on or after September 1, 2025
