Requires state agencies to send rulemaking notices that are specifically addressed and directed to individual recipients, rather than through general mass communications

Mandates that rulemaking notices include the bill number for the legislation that enacted the statutory authority under which the proposed rule is being adopted

Requires notices to include a link to or copy of the proposed rule when practicable

Prohibits agencies from satisfying notice requirements by adding recipients to general email list services or including them in routine multi-recipient emails

Clarifies that failure to provide required notice does not invalidate an adopted rule or agency actions taken under that rule

Takes effect September 1, 2025, applying only to notices provided on or after that date
