Prohibits landlords (including managers or agents) from collecting fees from tenants that the landlord incurred due to the landlord's own nonpayment or late payment to utility companies for services furnished to tenants

Creates an exception allowing landlords to pass on such utility late fees if the tenant is delinquent in paying the landlord for the utility service

Preserves landlords' authority to collect late fees or other charges from tenants for amounts the tenant owes under the lease or other agreement

Applies only to leases or agreements entered into or renewed on or after September 1, 2025
