Allows charter holders with accredited status and strong performance ratings (highest or second highest for 3 of last 5 years) to establish new campuses without commissioner approval, provided they give written notice and receive no objection within 60 days

Adds new requirement that charter holders and all campuses under the charter must not be subject to commissioner intervention actions under Section 39A.002(7) or (8) to qualify for streamlined campus establishment

Prohibits the commissioner from approving expansion amendment requests if the charter holder or any campus is currently subject to commissioner intervention actions under Section 39A.002(7) or (8)

Applies only to new charter school campuses established or expansion requests submitted on or after September 1, 2025
