Authorizes the Texas Department of Licensing and Regulation (TDLR) to establish an anti-trafficking unit within the department to combat human trafficking

Permits TDLR to identify businesses operating within industries it regulates that are impacted by human trafficking

Requires coordination with the Office of the Attorney General, local/state/federal law enforcement agencies, and nongovernmental organizations engaged in anti-trafficking efforts or victim assistance

Grants the commission authority to adopt rules to combat human trafficking for any program regulated by the department, including rules for conducting inspections and investigations

Makes information identifying individuals as victims of human trafficking confidential and exempt from public disclosure requirements, allowing the department to withhold such information without requesting an attorney general decision
