Authorizes the commissioner of state health services (or the chief medical executive if the commissioner is not a physician) to issue a statewide standing order prescribing epinephrine auto-injectors to school districts, open-enrollment charter schools, and private schools

Standing orders issued under this new authority are not required to be patient-specific, allowing epinephrine to be administered without a previously established physician-patient relationship

Amends Section 38.211 of the Education Code to add this statewide standing order option alongside existing provisions

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
