Expands the Texas Forensic Science Commission's authority to refer cases to the Office of Capital and Forensic Writs beyond just cases under active investigation

Allows the Commission to refer cases that were dismissed but included an express referral to a previously published report covering the same subject matter

Previously published reports eligible for referral must have been issued under specific subsections (b), (b-1), or (b-2) of the governing statute

Passed the Senate on May 7, 2025 with a vote of 31-0, and passed the House on May 28, 2025 with a vote of 128-12

Takes effect September 1, 2025
