Municipalities must hold a public hearing at least 90 days before converting any property under their control to provide housing for homeless individuals, with the hearing held within one mile of the property

Written notice of the hearing must be mailed to all residences and businesses within a one-mile radius of the property at least 36 hours before the hearing

Individuals entitled to notice who do not receive it may seek injunctive relief in district court to prevent the property conversion

State law requirements override any conflicting provisions in municipal charters regarding these conversions or notice requirements

Exemption applies for temporary shelter conversions during natural disasters, declared states of emergency, or other life-threatening public emergencies
