Prohibits public officials and election officials from creating, altering, modifying, waiving, or suspending any election standard, practice, or procedure mandated by law in a manner not expressly authorized by the Election Code

Requires the Secretary of State to promptly investigate formal complaints alleging violations and, if a violation is found, notify the official, demand they cease the violating practice, and provide instructions for compliance

Establishes civil penalties for non-compliance: up to $1,000 per day for days 3-7 after notification, and up to $5,000 per day thereafter, with the Attorney General authorized to bring actions to recover penalties

Repeated violations by non-elected officials of political subdivisions constitute grounds for removal from office by the appointing entity

Mandates the Secretary of State publish monthly reports on the agency's website detailing reported violations, including the county, specific procedure at issue, dates, and resolution of each investigation
