Amends Section 36.113(d) of the Texas Water Code to expand the criteria groundwater conservation districts must consider when evaluating permit applications

Requires districts to consider whether proposed water use unreasonably affects wells that are registered with the district and exempt from permitting requirements, in addition to existing considerations for groundwater/surface water resources and existing permit holders

Maintains existing permit criteria including application conformity, beneficial use dedication, consistency with district management plans, waste avoidance, water conservation, and groundwater quality protection commitments

Includes special consideration for wells in the Hill Country Priority Groundwater Management Area regarding water use for aesthetic landscape features (ponds, lakes, reservoirs)

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
