Allows persons convicted of a felony to vote and register to vote as long as they are not currently incarcerated for that offense

Removes the current requirement that felons must fully discharge their sentence, including any term of parole, supervision, or probation, before regaining voting rights

Removes the requirement that felons obtain a pardon or other release from voting disability to regain eligibility

Effectively restores voting rights to individuals on parole, probation, or community supervision for felony convictions

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025
