Expands eligibility for supplemental military duty pay from only Texas National Guard members to all members of the Texas military forces who experience economic hardship due to being called to state or federal military duty

Renames the "Texas National Guard members' supplemental military duty pay account" to the "Texas military forces supplemental military duty pay account" in the general revenue fund

Supplemental pay is capped at the lesser of: the amount needed to alleviate economic hardship, or the difference between lost civilian income and military pay/allowances received

Payments are subject to fund availability, with the comptroller, governor, or adjutant general authorized to accept gifts and grants for the account

Takes effect September 1, 2025, and applies to military duty occurring on or after that date
